June System Update: Artifact and Amplifier Balance

This Update brings a brand new artifact, Mr. Terrific's T-Mask, and a bunch of artifacts that have been revisited and reforged by the team! Look out for new abilities and stats on some older artifacts, and the highly anticipated change to the Investment keyword!


Artifacts

Abin Sur's Lantern [Reforged]

For a while, there were two primary artifacts for champions looking to stack the most Will: Deadshot's Visor and Abin Sur's Lantern.

You picked one or the other based on the damage stat you preferred. This created awkward tensions where being a better controller necessarily lead you to deal more damage. We've remade Abin Sur's Lantern to make it the premier artifact for building lots and lots of Will by taking off any damage that would bias it for or against specific Controllers.

At the same time, we took a hard look at the Will Battery keyword. While we liked how it encouraged Controllers toward cooldown reduction, in practice its suitability depended far more on whether a champion's kit had a low cost, spammable skill. We opted to replace this keyword with new one: Will Collector, which follows an established pattern which has already been shown to layer well on our coin mechanic.

Finally, we decided to make Abin Sur's light shine brighter and gave the artifact a Will Regen aura at the first tier.

  • Tier 1: 100 Will, Shining Will Aura, costs 500 Credits.
  • Tier 2: 150 Will, Shining Will Aura, Will Collector, costs 750 Credits (1250 total).
  • Tier 3: 300 Will, 10% Cooldown Reduction, Shining Will Aura, Will Collector, costs 750 Credits (2000 total).
  • Tier 4: 450 Will, 15% Cooldown Reduction, Shining Will Aura, Will Collector, costs 750 Credits (2750 total).

Will Collector: Gain stacks of Max Will and Will Regen when you collect a coin (max 450 Will, 12 Will Regen per 10s).
Shining Will Aura: You and nearby allies gain 8 Will Regen per 10s.

Mod Changes:

  • Accelerated Abin Sur's now works like accelerated mods on other Collector keywords, giving double stacks per coin pick up and reduced stack loss on death.
  • Empowered Abin Sur's is now Empowered Eye of Ekron (see below.)

Atlantean Royal Seal

  • Tier 1: Health reduced from 100 to 75.
  • Tier 2: Health reduced from 250 to 200.
  • Tier 3: Health reduced from 350 to 300.
  • Tier 4: Health reduced from 350 to 300.

Atomic Axe

Razor 1: Attack Penetration reduced from 15% to 10%. Razor 2: Attack Penetration reduced from 35% to 30%.

Batman's Utility Belt

  • Tier 3: Attack Speed reduced from 15% to 10%.
  • Tier 4: Attack Speed reduced from 20% to 15%.

The Book of Eternity

Arcane 1: Power Penetration reduced from 15% to 10%.
Arcane 2: Power Penetration reduced from 35% to 30%.

Bleed Portal

  • Tier 1: Sellback value reduced from 375 to 250.

Blue Scarab

  • Tier 3: Attack Speed reduced from 40% to 30%.

Cheetah's Claw

  • Tier 1: Attack Speed increased from 2% to 5%, Life Steal removed.
  • Tier 2: Artifact is unchanged.
  • Tier 3: Life Steal increased from 6% to 8%, Attack Speed increased from 15% to 20%, item cost increased from 1250 to 1500, sellback value increased from 940 to 1125.
  • Tier 4: Life Steal increased from 10% to 12%, item cost increased from 2000 to 2250, sellback value increased from 1500 to 1690.

Claw of Horus

  • Tier 1: Artifact is unchanged.
  • Tier 2: Attack Damage increased from 20 to 30, life steal removed.
  • Tier 3: Attack Damage increased from 30 to 40, life steal removed.

Cosmic Belt

  • Tier 1: Power Damage reduced from 10 to 5.
  • Tier 2: Power Damage reduced from 25 to 15.
  • Tier 3: Power Damage reduced from 40 to 30.

Cosmic Staff

  • Tier 1: Artifact is unchanged.
  • Tier 2: Power Damage increased from 40 to 45, item cost increased from 1500 to 1750, sellback value increased from 1125 to 1315.
  • Tier 3: Power Damage increased from 50 to 70, item cost increased from 2500 to 3000, sellback value increased from 1875 to 2250.

Deadshot's Visor [Reforged]

With the focus on stacking Will firmly placed on Abin Sur's Lantern, this frees up Deadshot's Visor to change into an artifact for Will-based Attack Damage dealers.

  • Tier 1: 75 Will, 10 Attack Damage, 5% Attack Speed, 750 Credits
  • Tier 2: 150 Will, 20 Attack Damage, 10% Attack Speed, 750 Credits (1500 total)
  • Tier 3: 300 Will, 40 Attack Damage, 15% Attack Speed, Intensity, 1250 Credits (2750 total)
  • Tier 4: Variant artifact obliterated from multiverse.

Mod Changes:

  • Optimized Deadshot's still provides 300 credits off, but now applies to Tier 3 (the new top tier)
  • Accelerated Deadshot's is now Enhanced Deadshot's, granting +150 Max Will on Tier 2.
  • Empowered Deadshot's allows you to bring back Force of Will 2 to convert Bonus Will to Attack Damage, even though the keyword is not present on the base artifact.

Doctor Destiny's Dreamstone

  • Tier 1: Artifact is unchanged.
  • Tier 2: Power Armor removed from artifact.
  • Tier 3: Power Damage removed from artifact. Artifact cost reduced from 1750 to 1500, sellback value reduced from 1315 to 1125.
  • Tier 4: Power Damage removed from artifact. Artifact cost reduced from 3000 to 2500, sellback value reduced from 2250 to 1875.

Entropy Aegis

  • Tier 4: Power Armor reduced from 70 to 60.

Eye of Ekron [Reforged]

By taking damage off of Abin Sur's Lantern, this also meant the Will Force keyword was looking for a new home. It found it on the Eye of Ekron. The stats have adjusted in a few places, but the major realignment is around the addition of the Will Restore keyword for early Will recovery transitioning into an increased Will Force which now converts 3% of Bonus Will to Power Damage. This becomes an excellent artifact for Power Damage dealers who also build Will for sustained output or for scaling skill effectiveness.

  • Tier 1: 50 Will, 10 Power Damage, Will Restore, 500 Credits
  • Tier 2: 200 Will, 20 Power Damage, Will Restore, 750 Credits (1250 total)
  • Tier 3: 300 Will, 40 Power Damage, 10 Move Speed, Will Restore, 750 Credits (2000 total)
  • Tier 4: 400 Will, 50 Power Damage, 10 Move Speed, Will Force, 750 Credits (2750 total)

Will Restore: Restore 6 Will when you collect a coin.
Will Force: Gain Power Damage based on 3% of bonus Will.

Mod Changes:

  • Empowered Abin Sur's is now Empowered Eye of Ekron, upgrading Will Force to Will Force 2. Further, the Bonus Will to Power Damage conversion percentage has increased from 3% to 5%.

Fatality's Energy Lance

  • Tier 1: Artifact is unchanged.
  • Tier 2: Power Damage decreased from 35 to 30.
  • Tier 3: Power Damage increased from 50 to 60, item cost increased from 1500 to 1750, sellback value increased from 1125 to 1315.
  • Tier 4: Artifact cost increased from 2250 to 3000, sellback value increased from 1690 to 2250.

Fragment of Mogo

  • Tier 1: Attack Armor decreased from 50 to 40.
  • Tier 2: Attack Armor decreased from 60 to 50.
  • Tier 3: Health reduced from 250 to 200, Attack Armor reduced from 70 to 50.

Investment (AKA: The Gambit Fix)

We try to stay on the lookout for any part of our game which appears to be "always the correct choice" as it can lead to the impression or fact that there isn't any choice at all. We've seen the Altered Gambit mods take the Infinite Crisis meta by storm and become a dominant but also homogenizing strategy. We want to change that while also keeping interesting choices that can sometimes be right but not always be right. We believe we have arrived at a change which preserves an interesting value to the Altered Gambit mods while addressing their current balance state.

  • Investments will no longer stack. Only the highest rank Investment will apply and only one.
  • The sell back percentages of Gambits is being reduced to 25% (was 90%) at Tier 1 and 50% (was 75%) at Tier 2.
  • The Altered Gambit mods will now give Investment 1 (3 per 10s) at Tier 1 and Investment 2 (5 per 10s) at Tier 2.
  • Due to an issue where the information in the "Credits Earned:" tooltip could be inaccurate, this feature has been removed until the underlying issue can be addressed.

Atlantis Gambit

  • Tier 1: Sellback value reduced from 225 to 65.
  • Tier 2: Sellback value reduced from 565 to 375.

Oa Gambit

  • Tier 1: Sellback value reduced from 225 to 65.
  • Tier 2: Sellback value reduced from 565 to 375.

Olympus Gambit

  • Tier 1: Sellback value reduced from 225 to 65.
  • Tier 2: Sellback value reduced from 565 to 375.
  • Tier 3: Power Armor reduced from 10 to 5.
  • Tier 4: Health reduced from 250 to 200.

Qward Gambit

  • Tier 1: Sellback value reduced from 225 to 65.
  • Tier 2: Sellback value reduced from 565 to 375.

Gorilla Grodd's Helmet [Reforged]

Remade in the mold of our Gambits, the helmet is now an excellent way to protect yourself and your allies from enemies with heavy crowd control abilities. It grants a Resilience Aura as well as a new active keyword: Psychic Shield. This active gives an ally a short term health shield and, so long as the shield lasts, immunity to crowd control abilities.

  • Tier 1: 75 Will, 5 Power Armor, 250 Credits.
  • Tier 2: 200 Will, 10 Power Armor, Investment, 500 Credits (750 total).
  • Tier 3: 300 Will, 20 Power Armor, 10% Resilience, Gorilla City Aura, 1000 Credits (1750 total).
  • Tier 4: 400 Will, 30 Power Armor, 15% Resilience, Gorilla City Aura, Psychic Shield, 750 Credits (2500 total).

Gorilla City Aura: 15% Resilience
Psychic Shield: Targeted ally gains a 3s temporary health shield and immunity to CC as long as the shield lasts.

Hawkman's Harness

  • Tier 1: Artifact is unchanged.
  • Tier 2: Health reduced from 135 to 125.
  • Tier 3: Health reduced from 250 to 225.
  • Tier 4: Health reduced from 350 to 275.

Kryptonian Armor

  • Tier 4: Health Regeneration increased from 20 to 25, Power Armor decreased from 70 to 60.

Lobo's Chains

  • Tier 1: Artifact is unchanged.
  • Tier 2: Health reduced from 200 to 175.
  • Tier 3: Health reduced from 300 to 250.
  • Tier 4: Health reduced from 350 to 300.

Marauder's Knife, Shield, and Ring

The Marauder Syphon keyword of these artifacts will now grant you health and will back gradually with each attack against a neutral creature, rather than only granting it upon death.

Marauder Syphon: When you deal damage to a creature, regain Health equal to 6% of the damage dealt and Will equal to 4% of the damage dealt.

Medusa's Mask

  • Tier 1: Health Regeneration increased from 6 to 10, Will Regeneration increased from 4 to 8, artifact cost increased from 250 to 500, sellback value increased from 225 to 450.
  • Tier 2: Health Regeneration increased from 10 to 12, Will Regeneration increased from 8 to 10, artifact cost increased from 500 to 1000, sellback value increased from 375 to 750. Artifact now offers Medisys at this tier.
  • Tier 3: Artifact now offers 200 Health, Health Regeneration reduced from 14 to 12, Will Regeneration reduced from 12 to 10, artifact cost increased from 1000 to 1750, sellback value increased from 750 to 1315.
  • Tier 4: Health reduced from 250 to 200, Health Regeneration reduced from 14 to 12, Will Regeneration reduced from 12 to 10, artifact cost increased from 1750 to 2500, sellback value increased from 1315 to 1875. Artifact now offers the new keyword Psychosis, which has been detailed below.

Mr. Terrific's T-Mask [New]

  • Tier 1: 12 Power Damage, item cost is 250 credits.
  • Tier 2: 20 Power Damage, 5% Power Damage Life Steal, item cost is 750 credits.
  • Tier 3: 10% Resilience, 30 Power Damage, 10% Power Damage Life Steal, item cost is 1500 credits.
  • Tier 4: 20% Resilience, 40 Power Damage, 15% Power Damage Life Steal, item cost is 2250 credits.

Item provides the new ECM Burst keyword, detailed below.

Neron's Contract

  • Tier 1: Attack Armor reduced from 12 to 10.
  • Tier 2: Artifact is unchanged.
  • Tier 3: Attack Armor reduced from 50 to 40, item cost reduced from 2000 to 1750, sell back value reduced from 1500 to 1315.
  • Tier 4: Attack Armor reduced from 60 to 50. Increased the inferred cost of Blood Bargain, total cost to tier remains at 3000.

Nil Ring

  • Tier 1: Power Damage reduced from 12 to 10.

Pandora's Box

  • Tier 1: Artifact is unchanged.
  • Tier 2: Power Damage increased from 20 to 30, Cooldown Reduction has been removed.
  • Tier 3: Power Damage increased from 35 to 40, Cooldown Reduction reduced from 10% to 5%, item cost reduced from 1750 to 1500, sellback value reduced from 1315 to 1125.
  • Tier 4: Cooldown Reduction reduced from 15% to 10%, item cost reduced from 2750 to 2500, sellback value reduced from 2065 to 1875.

Promethium Mace

  • Tier 1: Attack Damage increased from 5 to 7.
  • Tier 2: Attack Damage increased from 10 to 14.
  • Tier 3: Attack Damage increased from 20 to 25.

Radion Shard

  • Tier 1: Power Damage increased from 10 to 12.
  • Tier 2: Power Damage increased from 20 to 25.

Ruby of Life

  • Tier 1: Health Regeneration reduced from 10 to 7.

Soultaker Katana

  • Tier 1: Attack Damage Life Steal reduced from 5% to 4%.
  • Tier 2: Attack Damage increased from 25 to 30, Attack Damage Life Steal reduced from 10% to 6%.
  • Tier 3: Attack Damage increased from 25 to 30, Attack Damage Life Steal reduced from 10% to 6%.
  • Tier 4: Attack Damage increased from 35 to 40, Attack Damage Life Steal reduced from 15% to 9%.

Speed Force Battery

  • Tier 1: Movement Speed removed, artifact now offers Blink Jump at this tier, item cost increased from 500 to 2000, sellback value increased from 375 to 1000.
  • Tier 2: Variant artifact obliterated from multiverse.

Enhanced Speed Force Battery now provides +10 Move Speed
Optimized Speed Force Battery now applies to Tier 1, cost reduction remains 250.

Steel's Breastplate

  • Tier 3: Attack Armor reduced from 60 to 50.

Phantom Stranger's Necklace

  • Tier 1: Attack Armor reduced from 6 to 5, Power Armor reduced from 6 to 5.
  • Tier 2: Power Armor reduced from 10 to 5.
  • Tier 3: Attack Armor reduced from 30 to 20, Power Armor reduced from 30 to 15.

Zeiss Goggles

  • Tier 3: Attack Damage increased from 25 to 35, Critical Chance increased from 12% to 15%, item cost increased from 1500 to 1750, sellback value increased from 1125 to 1315.
  • Tier 4: Attack Damage increased from 30 to 50, item cost increased from 2500 to 2750, sellback value increased from 1875 to 2065.

Keyword: Frenzy - The bonus to Critical Chance has increased to 20% (was 10%) and the penalty of increased damage taken has been reduced to 10% (was 25%).

Keywords

X Collector

  • We've doubled the total number of stacks that you can build on items with the Collector keyword. You can now build 60 stacks total, and each stack gives half the stats they did prior to the change. (At 60 stacks, you will get the same amount of stats as you did before with 30 stacks.)
  • Other players in lane can now contribute to your Collector item by picking up a coin. Any coin picked up within your radius (last hit or picked up off of the ground) will count towards your Collector stacks. This change will allow your allies to contribute to your progress, thus letting duo lanes stack Collector items faster.
  • Unmodified Collectors now cause you to lose only 50% of your stacks on death (was 75%).
  • Capacity Collectors now cause you to lose only 75% of your stacks on death (was 100%).
  • Accelerated Collectors now cause you to lose 50% of your stacks on death (was 25%).

ECM Burst [New] [Mr. Terrific's T-Mask]

  • ECM Burst is a new anti-camera active item. After a short fuse, ECM Burst will disable all enemy cameras in a range for a period of time. Any camera hit by the burst will also permanently have their stealth systems taken offline, allowing you to attack them without the need for X-ray Vision or Stealth Vision.

Hook Shot [New] [Lobo's Chains]

  • You think you can run? THINK AGAIN. Hook Shot is a new function on Lobo's Chains that allows you to fire the chains forward, crippling the first target it hits. The cripple condition will last for either a set amount of seconds, or until the target moves outside of the range of the chains.
  • You can enable Hook Shot on Lobo's Chains via a new Lobo's Chains mod.

Psychosis [New] [Medusa's Mask]

  • Crazy for battle? Take it one step further thanks to this new Medusa's Mask keyword. Use the mask's power on an ally and grant them a heal over time, or use it on an enemy and deal damage over time and wound them for 5 seconds.

Will Force

  • Tier 1: Power Damage grant increased from 2% to 3% of your Bonus Will.
  • Tier 2: Power Damage grant increased from 3% to 5% of your Bonus Will.

Amplifiers

Mods

  • Enhanced Doctor Destiny's Dreamstone: Now adds Power Armor instead of Power Damage.
  • Discounted Medusa's Mask: Reduces the price by 150 instead of 100.
  • Rapid Medusa's Mask: Now applies to Tier 1 instead of Tier 2.
  • Enhanced Mr Terrific’s T-Mask: Adds 5% Power Lifesteal
  • Empowered Mr Terrific’s T-Mask: Artifact gains Marauder Edge 1 at Tier 1, Marauder Edge 2 at Tier 2, and Marauder Syphon at Tier 3 and 4.
  • Altered Mr Terrific’s T-Mask: Offers Long Range ECM Burst, which increases the range of the burst while increasing the cooldown.
