I understand the frustration of not being able to communicate with team mates (it annoys me very much as well), but that's really not their fault. The merger was done because of queue purposes, and believe it or not, the players had no say in this. And asking people to speak English, when it's obvious that they don't know it, is stupid. They're not gonna learn it for this game.
How many matches has anyone here played since the merger? How many players could you have met and how many of them would've been Russian? Maybe 20? 50? Is that a high enough number to decide that "all Russians are bad"?
There are a lot of players simply not saying anything in the game, going about their business, being pretty much useless and they were here long before the EU/RU merger and nobody raged this hard.
I dislike decisions that seem to only take queue time in consideration, but there's no reason to display intolerance toward other players, most of whom you've never even played with yet.
