Leveling Q was a necessity to stay mobile, not only in fights but in general. With that being her only gap closer, and E being the one way (in her kit) to stick to targets, sort of, leveling Q -> E is still a necessity, there just isn't much damage that comes from double Q in fights now, since the ratio got hit, meaning that especially it's going to be better for mobility's sake, meaning needing the CDR on it that much more from leveling it.
Yeah I'm pumped that W finally got a tad more damage, but that makes up for her old passive, not even being nerfed, but straight being replaced, which, movespeed is still good, but Rev is there to be spent, especially if the movespeed bonus is for 1-3 seconds. Not as big of an impact as a) E slowing them by more % at rank 1 than her passive gives her +%MS at rank 4, and b) her old passive, which could just have had the numbers get hit, but I'm on board with movespeed.
Personally I've seen Atomic WW's fail and build Lobo's Chain, since it's apparently the new thing to do on assassins like her and Gascat (lol), but that doesn't make it a core requirement, meaning Q becomes that much more of a necessity to have off cooldown, thereby this balance brings less damage to an already averagely mobile champion. I see what they did, and it's more of an impact in lane/jungle, than in Gotham Heights. The W buff, that is. The Q nerf hurts her in GH much more than the other maps.

It's worth noting that this is not encouraging Cyborg players to build Power Damage, because the damage in his passive does not scale off of Power Damage, it scales purely off of the Max Health of the target. He will not benefit from Power Damage items in any way, only from Power Penetration or Power Lifesteal (and even then, probably not by enough to be worth building around those stats - although I'd love to see an oddball build and team composition that manages to prove me wrong here).
In the right situation, it is also a minor buff - it diversifies his damage a bit, which means that even against a target with some extreme Attack Armor or other Attack mitigation, he'll still be dishing some un-mitigated damage out.
