i have no idea why cyborg has power damage now, sure the guy needed a nerf since he was mr pentakill in 4 shots. i dont see why anyone would be buying power damage on him....maybe that's the point...
umm Catwoman Prime was Op enough now she has more escapes and damage. no gas cat nerf but shazam and batman got abused.

these item changes are gonna take some studying. ill hold off on any negative comments till i do some testing and tinkering.
Some of these changes are ridiculous.
AtGL feels unbelievable squishy, for a bruiser I find it laughable that I can't kill a support character.

Except for the part where you get a new augment every level, and a new mod every 5 levels. Those items are the new bonus for leveling up.

And, seeing as our max level is 999, and we're offering a 100% exp boost for all players until Feb 10th, players can get many levels pretty easily for the next few weeks.

I'd seriously rather NOT get augments per level with the way it is now. It pisses me off knowing that people who are worse at the game are getting better rewards than me out of pure luck.
Be extremely subtle even to the point of formlessness. Be extremely mysterious even to the point of soundlessness. Thereby you can be the director of the opponent's fate.

Trust me. This is a balance, not a nerf or buff.

Leveling Q was a necessity to stay mobile, not only in fights but in general. With that being her only gap closer, and E being the one way (in her kit) to stick to targets, sort of, leveling Q -> E is still a necessity, there just isn't much damage that comes from double Q in fights now, since the ratio got hit, meaning that especially it's going to be better for mobility's sake, meaning needing the CDR on it that much more from leveling it.

Yeah I'm pumped that W finally got a tad more damage, but that makes up for her old passive, not even being nerfed, but straight being replaced, which, movespeed is still good, but Rev is there to be spent, especially if the movespeed bonus is for 1-3 seconds. Not as big of an impact as a) E slowing them by more % at rank 1 than her passive gives her +%MS at rank 4, and b) her old passive, which could just have had the numbers get hit, but I'm on board with movespeed.

Personally I've seen Atomic WW's fail and build Lobo's Chain, since it's apparently the new thing to do on assassins like her and Gascat (lol), but that doesn't make it a core requirement, meaning Q becomes that much more of a necessity to have off cooldown, thereby this balance brings less damage to an already averagely mobile champion. I see what they did, and it's more of an impact in lane/jungle, than in Gotham Heights. The W buff, that is. The Q nerf hurts her in GH much more than the other maps.

It is indeed! The main reason for this change was to make it so that the damage from his passive won't benefit from Attack Lifesteal or Attack Penetration anymore. We've been seeing Cyborgs with more sustain than intended when they build Lifesteal, and this was a way to cut into that a little bit.

It's worth noting that this is not encouraging Cyborg players to build Power Damage, because the damage in his passive does not scale off of Power Damage, it scales purely off of the Max Health of the target. He will not benefit from Power Damage items in any way, only from Power Penetration or Power Lifesteal (and even then, probably not by enough to be worth building around those stats - although I'd love to see an oddball build and team composition that manages to prove me wrong here).

In the right situation, it is also a minor buff - it diversifies his damage a bit, which means that even against a target with some extreme Attack Armor or other Attack mitigation, he'll still be dishing some un-mitigated damage out.
